GORBACHEV CALLS FOR ACTION

Soviet President Mikhail Gorbachev scolded the national legislature Friday for dragging its feet on an economic rescue plan, and he asked lawmakers to give him sweeping new emergency powers to stabilize the sagging economy.

Despite the appeal, the Supreme Soviet was unable to muster a quorum and adjourned until Monday.Pounding his palm on a wooden lectern, Gorbachev expressed exasperation with people ``who think we have lots of time and we can still talk, think, try and experiment' before adopting a plan to move toward a market economy.
