Edmund G. ``Jerry' Brown Jr., who hopes to parlay two terms as governor of California and a stint as chairman of the state's Democratic Party into a crusade against the political system, said Monday that he formally will announce his candidacy for president next Monday in Philadelphia.

Speaking at American University on Monday, Brown said American politics has become a one-party system of incumbents who work to protect their own perks, while the public's voice is drowned out by a tidal wave of political action committee money.

Dakota Stevens, 27, was found unresponsive but breathing inside a holding cell about 4:15 p.m. on Monday, the Guilford County Sheriff's Office said in a news release. Detention and medical staff started life-saving measures and EMS arrived about 4:25 p.m. to take Stevens to High Point Medical Center. He was later transferred to Atrium Health Wake Forest Baptist in Winston-Salem where he died about 4:10 a.m. Tuesday, the sheriff's office said.
