SOVIET-GERMAN PACT OK'D

The Soviet Union and West Germany initialed on Thursday a broad ``treaty on good-neighborliness, partnership and cooperation' setting a framework for relations between Moscow and a united Germany.

Foreign Minister Hans-Dietrich Genscher of West Germany and Foreign Minister Eduard A. Shevardnadze of the Soviet Union, who initialed the document, hailed it as something of a historic breakthrough.In fact, the treaty included few concrete agreements, and consisted largely of pledges of peace and cooperation.
