The United States and the Soviet Union, eager to conclude a conventional forces treaty by year's end, may drop provisions limiting troops in Europe, a senior U.S. official said Tuesday.

Such a move would leave only one stumbling block to finishing the accord - a prospective ban on non-nuclear aircraft. The official said that provision may be dropped as well.A 35-nation summit conference to sign the treaty is being planned in Paris in mid-November. The pact is being negotiated in Vienna between NATO and the Warsaw Pact.
